Child-care center's owner arrested on sex-abuse charge

Girl, 3, told police of alleged fondling

A Louisville child-care center had its state license suspended yesterday, hours after the co-owner was charged with fondling a 3-year-old girl who attended the center.

Vyacheslav Volkovitskiy, 30, of the 4200 block of Willowview Boulevard in Jeffersontown, was charged with first-degree sexual abuse. He was jailed without bond last night; a hearing is set for 9 a.m. today.

Volkovitskiy and his wife, whose name was not released, own Little Stars Developmental Center, located at 2930 Breckenridge Lane.

Volkovitskiy's arrest came after an investigation conducted by the Louisville Metro Police's Crimes Against Children Unit. It began its inquiry after the child's mother called police within the past several days, saying her daughter described an incident of sexual abuse.

Capt. Don Burbrink said yesterday that the girl told authorities that she had been touched underneath her panties and fondled. She accused Volkovitskiy of being the person involved, Burbrink said.

"This was a very advanced, astute 3-year-old who could say what happened and who did it," Burbrink said.

The center cared for children 5 years old or younger. Police did not know how many children attended.

The couple has owned and operated Little Stars for about 15 months, and this is the first allegation of abuse that has surfaced, police said yesterday.

After Volkovitskiy was arrested, the Cabinet for Health and Family Services announced the "immediate suspension" of Little Stars' license. The suspension came after the cabinet's Department for Community Based Services began investigating.

"Closure was based on the incident, which constitutes an immediate threat to the health, safety and welfare of children in the care of Little Stars," a news release stated. "This emergency suspension shall remain in effect pending completion of the investigation."

Burbrink said investigators will be talking with parents of other children who have attended the center.
